The statutory document of the Maroc Clusters Federation, adopted at the founding General Assembly of 21 November 2024. The institutional framework governing the organisation, governance, membership and operation of the Federation.
General framework
The Maroc Clusters Federation is established under Moroccan non-profit association status, in accordance with the legislation in force on non-profit associations. Its registered office is located in Casablanca.
Statutory purpose
The Federation's purpose is to represent, unite and support Morocco's industrial clusters in structuring their sectors, projecting them internationally and conducting their dialogue with the public authorities. Five inseparable pillars structure its action:
- Advocacy — carrying the clusters' voice to public decision-makers
- Representation — uniting the industrial ecosystem around a collective voice
- Training — developing sector human capital
- Internationalisation — embedding Morocco in global value chains
- Innovation — catalysing industrial innovation and technology transfer
Statutory bodies
General Assembly
The sovereign body of the Federation. It brings together all member clusters at least once a year. It votes on the multi-year strategic direction, approves the activity and financial report, elects the Executive Board and approves the admission of new members.
Executive Board
A small operational council made up of seven statutory portfolios renewed every three-year mandate: Presidency · Vice-Presidency for Advocacy · Training & HR · International & Cooperation · Innovation & R&D · Treasury · General Secretariat.
Audit Committee
An independent body guaranteeing accounting compliance and statutory regularity. Annual review of the accounts, oversight of institutional funding, internal audit and an independent report to the General Assembly.
Membership & certification
Membership of the Federation is open to Moroccan industrial clusters meeting the federal certification criteria: sector coherence, critical mass of prospective stakeholders, documented territorial anchoring, internal governance model and regulatory compliance. Mandate cycle & revisions
The statutory mandate runs for three years. The statutes may be revised at an extraordinary General Assembly by a qualified majority of the member clusters present or represented. The internal rules, adopted by the Executive Board, set out the operational arrangements within the framework laid down by the statutes.
