Becoming a federated cluster.

The Maroc Clusters Federation welcomes expressions of interest from industrial collectives wishing to form a new sector cluster and apply for federal certification.

Expression of interest

Complete the form below. An acknowledgement of receipt is sent by the Permanent Secretariat.

Step 02 / 04

Preliminary review

The Secretariat assesses sector coherence, territorial presence and the critical mass of the prospective stakeholders.

Step 03 / 04

Executive Board approval

The Federal Council examines the consolidated file and interviews the applicants where the review is conclusive.

Step 04 / 04

Federal certification

The cluster joins the Federation as a statutory member, once the administrative formalities have been completed.

§01 — Eligibility criteria

Eligibility criteria

Federal certification is based on stable institutional criteria that ensure the coherence of the federal scope and the robustness of the cluster projects submitted.

○ Sector

Sector coherence

The proposed scope must correspond to a structured or emerging industrial sector, distinct from the eleven clusters already federated.

○ Critical mass

Prospective stakeholders

An initial core of companies, research centres or partner institutions must demonstrate the collective viability of the cluster.

○ Anchoring

Territorial presence

The regional or national anchoring must be documented, in line with the Kingdom's industrial policies.

○ Governance

Statutory model

The cluster project must set out an internal governance model and a formally designated lead.

○ Purpose

Collective mission

An initial action programme structured around the pillars of Innovation, Training, Internationalisation and Advocacy.

○ Compliance

Regulatory framework

Compliance with the Moroccan framework applicable to non-profit structures, taxation and public industrial funding.

○ Institutional form

Submit an expression of interest.

Expressions of interest are handled by the Permanent Secretariat and then forwarded to the relevant portfolio of the Federal Council. All correspondence receives an acknowledgement of receipt within 48 working hours.
