IAP 2021–2025, the national framework for industrial action.
The Industrial Acceleration Plan 2021–2025 is the national strategic framework led by the Ministry of Industry. It sets the directions for investment, industrial sovereignty and the structuring of Morocco's productive ecosystems for the 2021–2025 period.
National reference framework
The IAP 2021–2025 follows on from the first Industrial Acceleration Plan (IAP 2014–2020) and consolidates the national policy of structuring industrial value chains around integrated ecosystems. It provides the macro-strategic framework within which the action of Morocco's industrial clusters takes place.
Alignment with federal action
The industrial clusters federated by Maroc Clusters operate within the strategic framework set by the IAP 2021–2025. The Federation is the natural counterpart of the public authorities in carrying the voice of the eleven clusters into the institutional dialogue on the implementation and evolution of the Plan.
Four pillars of alignment
- Advocacy — contributing to the structuring public-policy decisions that shape industrial value chains
- Representation — carrying the collective voice of the eleven clusters within consultative bodies
- Training — informing the sectoral skills needs identified by the Plan
- Internationalisation — supporting the international outreach set out in the Plan
Post-2025 outlook
At the close of the IAP 2021–2025, a new national strategic framework will be defined by the public authorities. The Maroc Clusters Federation will bring a structured institutional contribution to the design of the next industrial-policy cycle, drawing on the consolidated lessons of the eleven clusters federated over the 2024–2027 term.
