The operational governance of the Federation is embodied in two complementary bodies: an elected, statutory Federal Council, and a Permanent Secretariat established in Morocco that ensures institutional continuity on a daily basis.
Federal Council
Seven statutory portfolios elected by the General Assembly for a three-year term. Six are filled to date; each portfolio is entrusted to a cluster representative chosen for their sector and institutional experience.
The Council meets at least four times a year, and on an exceptional basis when convened by the Presidency or at the request of one third of the members.

Vice-Presidency for Advocacy
Institutional dialogue, parliamentary relations, common federal positions.
Training & HR
Sector training engineering, academic partnerships, human capital.
International & Cooperation

R&D pooling, sector technologies, academic-industrial transfer.

Federal financial management, membership dues, institutional funding.
Secretariat-General
Administrative coordination, statutes, federal archives, regulatory compliance.
